The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations (Northern Ireland) 2010.

Applicable to Carriage by Road Only

This authorisation is given in accordance with regulation 9 of The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations (Northern Ireland) 2010 (as amended) (CDG 2010).

Purpose

To permit, subject to conditions, the transport in Northern Ireland by healthcare workers of certain medical gases that have been set up to administer to patients notwithstanding the requirements of Chapter 8.1.4 (fire-fighting equipment) of the International Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR).

Time limit

This authorisation comes into effect immediately and remains valid until 30 June 2029 unless otherwise amended or withdrawn.

Alternative carriage provisions

1. This authorisation is limited to use only on roads in Northern Ireland and applies only to the transport by healthcare workers of medical gases.

2. Healthcare workers do not need to comply with the requirement of ADR 8.1.4 to carry a fire extinguisher when, as part of their duties, they are transporting the following medical gases that have been set up to administer to patients:

  • UN 1072 (compressed oxygen)
  • UN 1070 (nitrous oxide)
  • UN 3156 compressed gas, oxidising, n.o.s (Entonox); or
  • UN 3538 (articles containing non-flammable, non-toxic gas)

3. This is subject to the following conditions:

  • medical gases are contained in a cylinder(s), as part of a set that includes a regulator, hose and mask with a total maximum number of 6 cylinders per vehicle
  • measures have been taken to prevent any leakage of contents in normal conditions of carriage
  • healthcare workers are appropriately health and safety trained; and
  • a risk assessment has been carried out for the carriage

4. All other provisions of CDG 2010 shall be complied with at all times.
