The consultative document contains proposals to amend the Freight Containers (Safety Convention) Regulations (Northern Ireland) 1992 to give effect to amendments to the International Convention for Safe Containers 1972 (CSC) in Northern Ireland. CSC is a treaty that the UK ratified in 1978 and the UK is therefore bound by the treaty and its terms in accordance with international law.

The key changes introduce significant physical changes to the Safety Approval Plate and additional safety tests.
